Very Interesting and something to consider. The use of blog instead of a term paper could get help to get student serious about using technology appropriately, for a real purpose, and provide a place where students can dialogue about a central theme. Personally, I am in the middle on this issue. I think both have a place in school and can help students to think creatively.
The only concerns I have with blogs is that students will need specific guidelines on what should be written in their blog, how it proper grammar and spelling still counts, and that they need to address the question posed to them as well as add additional information.
